This is a series of articles profiling some of the residents who live and work in the South Mountain/Laveen Villages.  In keeping with the original format of the Villager to only print the positive, we will attempt to acknowledge some of the great folks that have contributed so much to our lives and are hopefully role models for all of us.  This month I would like to profile Mrs. Rachel Bennett, one of our new folks. I have had the pleasure of working with her and PCA school, they are truly an asset to our Village’s.  Her students have been active in our efforts to clean up our Villages by joining the South Mountain Village Clean & Beautiful.

Rachel Bennett serves as the School Director for Phoenix Collegiate Academy, spearheading the development and submission of a successful charter school application. In pursuit of an excellent school design, and to ensure the strongest educational opportunity for the middle and high school students of the South Mountain Village area of Phoenix, Ms. Bennett completed a year-long Fellowship with Building Excellent Schools which included a residency at Excel Academy, recognized by The Center of Education Reform as one of the top charter schools of the year in 2007. A graduate of Georgetown University in Washington, D.C., Ms. Bennett received a B.A. in Economics before she joined Teach For America, a nationally acclaimed and highly selective teaching program. While a member of Teach For America, Ms. Bennett earned her Masters in Curriculum and Instruction from Arizona State University. She taught 8th grade for four years at C.O. Greenfield Elementary School, where she developed an annual program of travel with students to Washington, D.C. She also helped establish a mentoring program with Be A Leader Foundation. Ms. Bennett has obtained her Certificate in Administration from the University of Phoenix and has assembled a powerful and committed group of professionals from the Phoenix area to serve on the Governing Board supporting the academic and organizational success of the school. Ms. Bennett is the School Director for Phoenix Collegiate Academy.

Foster Child (Mar 2010)

Elijah “Eli”

Elijah — “Eli” is a 12-year-old boy who loves the outdoors!  He is very active and can spend hours outside riding his scooter, his bike or simple running around playing in the park.  Eli says two of his favorite activities are playing with his toy cars — he really likes hot rods — and watching TV and movies — especially anything on the Disney channel.

A family that appreciates the importance of structure and routine will be key to helping Eli grow and mature.  His current foster parents frequently “coach” him as a way to help him practice good self-hygiene, dress himself and make his bed.  Eli responds well to this type of interaction.  He loves spending time with his foster family and is very eager to please his foster parents.  It shows, too, in the sweet and loving way he acts towards them.

Eli has expressed his desire to be a part of an adoptive family.  He does receive supports through the Arizona Division of Developmental Disabilities.  With his ongoing need for consistency and his need to maintain numerous appointments it would probably be best for him to be in a two parent household where he was one of the younger children in the home.

The Stimulus is Working

When America’s financial institutions crumbled and housing values plummeted, cities and families across the nation felt the tremendous impact.

Almost overnight, the reality of how we live our lives and govern our communities shifted dramatically. To make matters worse, no road map to help us navigate these new and troubled waters was delivered to our doorstep. It had to be created.

Endless dialogue and analysis about whether or not the American Recovery and Reinvestment Act (ARRA) is working has become a cottage industry among economists, professors and political commentators.

The debate of whether or not the stimulus has in fact “stimulated” our economy will continue for months and possibly years to come. But the picture in Phoenix, Arizona, is clear: Because of ARRA, key projects are under way, our environment is improving — and thousands of people are going back to work.

Meet James Ceaton.

Phoenix has more than 300 days of sunshine a year, so it doesn’t surprise anyone to learn that a key to our local economy is tourism. Moving individuals in and out of Phoenix Sky Harbor International Airport efficiently is critical to our economy.

At a time when our economy had slowed to a point where new infrastructure projects did not seem possible, the city was awarded $11.7 million from ARRA to reconstruct a taxiway at the airport. Until now, the taxiway was able to handle only small aircraft and ground vehicles. When complete, it will be capable of moving large commercial aircraft between the north runway and the terminals at Sky Harbor.

Ceaton is a construction worker who was hired for the job. “Without the stimulus,” he told the Phoenix Business Journal, “I would still be out of a job.” Because of the stimulus, though, he continues to work, to support a family, to pay a mortgage and to make purchases that contribute to our economy.

Meet the Lovato family.

While cities on the East Coast struggle to keep utility bills low for residents during cold winter months, our hot summer months can cause a significant economic burden on Phoenix residents.

The Lovato family in central Phoenix was the first family of 1,200 households that will benefit from the city’s $7.2 million ARRA weatherization grant during the next three years.

Weatherizing the Lovatos’ home is expected to shave 30 percent to 40 percent from the family’s $440 monthly energy bill. The project also employed six full-time and a dozen part-time workers.

Scott Lovato, who lives with his wife, Angela, and two children, Christian, 13 and Sarai, 11, commented, “At a time when the economy really stinks and people were out of work, a lot of people were working on this,” he said. “This put paychecks in their pockets so they could feed their families. I think that is probably the best thing out of all of this.”

Meet Jeanne Simons.

Simons is a seventh- and eighth-grade teacher at Gateway School in Phoenix. Last year, she was told that if ARRA funds were not approved, she would lose her teaching position. If her position had been eliminated, the remaining teachers would have faced class sizes of between 40 and 50 students — a daunting task for any educator to face.

Ceaton, the Lovato family and Simons are only three of the thousands of Phoenicians who continue to be employed and contribute to our economy. And they, and we, have the ARRA to thank for it.

School Music Programs March Forward with Help

from the Phoenix Fire Department and Ear Candy

What comes to mind when you see emergency trucks racing down the road with flashing lights and blaring sirens?  Usually, when a fireman shows up it means somebody is in trouble. Either a home or business is on fire, or a person is seriously ill or injured.

However, it turns out that firemen help rescue lots of people and things in jeopardy.  Throughout the month of March the Phoenix Fire Department is helping to save instrumental music programs in the Roosevelt schools.  They are partnering with Ear Candy to collect used instruments for the Roosevelt schools music programs.

Because of the current budget crisis music programs normally get cut first by most other school Districts.  Fortunately, Roosevelt has very strong choral and instrumental music programs in the schools.  With the help of organizations such as Ear Candy and the Phoenix Fire Department, the District continues to offer these diverse performing arts experiences for our children.

Ear Candy is a Phoenix-based non-profit organization devoted to providing children access to music education.  To date, they have helped thousands of students by supporting in-school music programs through instrument donations, creating after school programs with community partners, and offering unique Beyond-the-Classroom opportunities (such as concerts and workshops with world renowned artists).

The Phoenix Fire Department wants to be engaged in the community.  So recently Ear Candy and the Roosevelt School District launched their instrument drive with a kick-off event at Phoenix Fire Station #4.  The Valley View Elementary School marching band performed with 55 students.  Band director Eddie Gaona said, “this a tremendous opportunity for the community to support music in our schools.”

Frank Solomon, Deputy Assistant Chief of the Phoenix Fire Department, noted that “all 55 fire stations across the City of Phoenix will collect instruments for Roosevelt.”

Nate Anderson (Founder, President, and CEO of Ear Candy) was “excited to help continue Roosevelt’s vibrant music programs.”

Ms. Betty Ware (Clerk of  the Roosevelt’s Governing Board of Education) and Dr. Jacqueline Jackson (Associate Superintendent for Teaching and Learning) both thanked Ear Candy and the Phoenix Fire Department for their support of music in our schools.

LA Fitness Coming to Laveen

LA Fitness Coming to Laveen

This notice is to all the folks in Laveen that have asked me for years for a fitness/workout facility.  My friend and a true partner in improving the quality of life in Laveen, Michael Moreines of Sierra Sun Properties has confirmed that LA Fitness will soon be coming to a popular corner in Laveen.  The Southwest Corner of 51st Avenue and West Baseline Road will be the new home of LA Fitness.  They will occupy a 42,000 square foot building, with all the state of the art work out equipment and are currently pulling building permits with the City of Phoenix.  Their build out should be about six to nine months, but applications will be taken sooner than that.  Stay tuned for the location.  Thanks Michael.  He also has some other exciting news for us, but it will have to wait until next month.

A Word From The President

Momentous events continue to shape our South Mountain and Laveen communities.  Like you, I watch with growing concern the efforts by our government leaders to make drastic cuts in order to balance shaky budgets.  Particularly of interest are the ongoing discussions that the City of Phoenix intends to cut approximately 180 sworn public safety jobs (i.e., police and firefighters) as part of a broader $140 million in budget reductions to be implemented through fiscal year 2011.

The effect of our current economy continues to ripple down to each of us at an individual level.  Eventually we will feel the effects of a decreased police presence in our neighborhoods.  All of us have noticed, or will soon notice, condensed business hours at our libraries, Department of Motor Vehicle offices closing, and swimming programs being canceled.

I highlight these issues not to criticize our elected officials – difficult times require our leaders to make difficult, and often unpopular, decisions.  I mention these challenges to stress that although we face challenges, the South Mountain and Laveen communities have overcome difficulties in the past and I believe that we can ride out this current economic storm as well.

We see our South Mountain Laveen Chamber of Commerce membership increasing from month to month.  I emphasize this fact, not to pat ourselves on the back, but to point out that our business leaders are taking an interest in the future of our communities and that our local economies continue to grow.  Some of these new members are existing businesses that have been in our communities for some time but many are new businesses that have decided to locate in our midst.

There is other good news coming out of our communities.  Thanks to a large multimillion dollar contribution from The Kroc Foundation and thanks to the tireless efforts of many of you, on March 29, 2010, the Salvation Army is set to break ground on the new Phoenix South Mountain Youth Center.  Built to replace the existing building located at 13th Street and Broadway Road, the 140,000 square foot center is expected to serve at least 1,600 South Mountain kids daily.  When opened in 2011, the center will be the third KROC – Salvation Army Youth Center opened nationwide with more such centers to follow.

In addition, we recently witnessed the grand opening of the Boston Nail Salon in the previously vacant Laveen Village Marketplace located on the northwest corner of 35th Avenue and Baseline Road.  We can hope that this is a harbinger of other stores to soon open in the area.

The dawn of the new decade is an exciting time in government as communities nationwide await the Census count of the country’s residents.  Census forms will be arriving in homes this month and I would like to emphasize the importance of filling out the forms promptly and returning them in the mail.

There are good reasons not to let the Census forms gather dust. A solid census count can benefit Arizona with fair representation, financially and legislatively.

For example, after the 2000 Census Count, Arizona gained two congressional seats in the U.S. House of Representatives, giving the state more muscle in the nation’s capital. There are only 435 seats in the House of Representatives and after each Census; the allocation of seats to each state is adjusted according to population.

A few missing forms can make a huge difference. Newspaper reports show that Utah fell about 80 people short of gaining a new Congressional seat after the 2000 Census. Instead, the seat went to North Carolina.

Our Electoral College system of selecting our U.S. president uses the Census count to determine how many electors each state will receive to choose our next head of state.

Just as importantly, Arizona’s share of federal funds allocated to individual states depends on an accurate count. The federal government allocates more than $400 billion to states and communities each year, based, in part, on census data. Each person counted amounts to about $1,550 for the state, according to the Maricopa Association of Governments. Funding benefits areas ranging from education to housing to child care and transportation. It also helps provide data about our communities to help government and other agencies address residents’ needs and plan the sites of schools, hospitals and community centers, for example.

As a reminder, the 2010 Census consists of only 10 questions and takes about 10 minutes to complete. Households are asked to provide key demographic information, including: whether a housing unit is rented or owned; the address of the residence; and the names, genders, ages and races of others living in the household.

If you have questions about the questionnaire, call the Telephone Questionnaire Assistance center at 1-866-872-6868. (If you prefer a Spanish-speaking operator, then dial 1-866-928-2010.) The lines will be open from 8 a.m. to 9 p.m. seven days a week from Feb. 25 to July 30.

By law, the Census Bureau cannot share an individual’s responses with anyone, including other federal agencies and law enforcement entities.
