As most of you know, Congress recently passed historic legislation creating a system to make quality health care more accessible and affordable for millions of Americans.
Passage of the Patient Protection and Affordable Care Act, H.R. 3590, was a huge step towards bringing down health insurance costs for American families and small businesses. And the bill allows Americans who are content with their coverage to keep their current insurance plans. While it won’t solve every problem, it improves and expands coverage to millions of Americans, and ends the worst practices of insurance companies.
We have already seen a positive benefit as some health insurance companies recently announced they will put one piece of the reform into effect earlier than necessary. Some insurers will soon begin limiting the number of circumstances in which they cancel coverage when a customer is sick, although that provision doesn’t take effect until Sept. 23 In our Fourth Congressional District, the health care reform bill will benefit thousands of residents by improving their coverage, extending coverage to uninsured residents, and guaranteeing coverage for pre-existing conditions among other areas where coverage will be affected.
I have long advocated for health insurance access for all Americans and I was proud to watch President Obama sign the bill into law in March. While I believe this legislation is extremely beneficial to the constituents of the Fourth District, I know there are many passionate individuals who have concerns and questions about this new legislation. I’ve listed some of the benefits of health care reform below, but I also encourage residents to visit my website, www.pastor.house.gov, and read more about this legislation. Benefits of Health Care Reform for the Fourth Congressional District:
- Americans who are content with their coverage are allowed to keep their current insurance plans.
- Coverage improves for 269,000 residents.
- 176,000 families and 15,700 small businesses will receive tax credits and other assistance to help them afford coverage.
- Medicare will improve for 58,000 beneficiaries, including phasing out the donut hole.
- Coverage will be extended to 193,500 uninsured residents.
- More than 30,600 residents with pre-existing conditions will be able to obtain coverage.
- 70,000 young adults will be able to obtain coverage on their parents’ insurance.

In “Success Built to Last,” the sequel to “Built to Last,” authors Jerry Porras, Stewart Emery and Mark Thompson embarked on an exhaustive research project to determine the earmarks of sustained individual success. Their first story is probably the most important.
In 1964, a brash lawyer was convicted of conspiracy against the South African government and sentenced to life in prison. In 1990, after 27 years in prison, a 71-year-old man was released from prison. His name was Nelson Mandela. Upon his release, Mandela had every reason to be the most dangerous man in South Africa. He was not. Mandela chose the high road. He was eventually recognized as a Nobel Laureate and served as a nation’s president.
The authors note that Nelson Mandela did not start out as a saint. He had noble intentions but was clearly rough around the edges. The irony of Mandela’s life is something the authors characterize as the “Mandela Effect” – when you can create enduring success not because you are perfect or lucky but because you have the courage to do what matters.
I believe that the Mandela Effect is alive and well in our community. Mandela endured 27 years in prison because he had a vision for something that mattered.
Every year, people in South Mountain and Laveen push themselves to the limit of human emotion, dignity and endurance. They fight through the sting of hearing “no” and against the hurt of personal rejection – all because they have a vision for doing something that matters. They walk with a spring in their step, work with a smile on their face, and treat each coworker, donor and customer with integrity. They go for months and years secretly wondering whether their goals will be reached. They put themselves in harm’s way and sacrifice for the sake of the common good – all because they have a vision to do something that matters.
On Feb. 26, the communities of South Mountain and Laveen celebrated the people, businesses and organizations who have committed themselves to a vision for things that matter, and have made a difference in our lives. I want to congratulate this year’s recipients of the Spirit of South Mountain Award.

…”another year over, and a new one just begun.” That’s a pretty descriptive line from the only Christmas song ever written by John Lennon. And it’s a line of optimism and hope. I guess that’s the magic of our calendar – every 365 days we are given a brand new beginning. It’s another chance to build on the successes of the previous year, and to look beyond the disappointments.
In Phoenix, our successes were many. From leading the nation in job creation for the third year running, to opening twenty miles of light rail, on time and on budget. Our downtown campus is thriving, the Phoenix Suns are playing well and, in February, the eyes of the world will be on the US Airways Center as we host the NBA’s biggest party – the 2009 All-Star Game.
The notable disappointment of 2008 has been the national economy. It has impacted us all. From the families who struggle to pay the monthly bills, to the cities that are finding it increasingly challenging to provide basic services.
I have proposed a 3-point plan to jump-start the Phoenix economy, by advancing capital projects that have already been approved. For every $100 million in capital construction programs, 1,500 jobs are created. And at Phoenix Sky Harbor International Airport alone, we have $250 million in projects ready to go.
Those projects will employee roughly 3,750 people who will be buying cars and homes, airline tickets, computers, plasma TVs and generally helping our local merchants and our sales tax situation.
As always, I’m looking forward to the new year. Turning the page on a calendar doesn’t make our challenges go away. But it gives us 365 brand new sunrises — and 365 brand new days to roll up our sleeves and do good things. All of us at City Hall will continue to work diligently for our community. And a sea of fresh faces in Washington, D.C. will turn a lot of fresh eyes on our national challenges.
