The Good Folks of The South Mountain/Laveen Village’s

This is a series of articles profiling some of the residents who live and work in the South Mountain/Laveen Villages. In keeping with the original format of the Villager to only print the positive, we will attempt to acknowledge some of the great folks that have contributed so much to our lives and are hopefully role models for all of us. This month we will profile one of my newest friends Commander Chris Crockett.

As the new commander of the South Mountain Precinct it is my wish to introduce myself to each of you and the entire South Mountain community. I took over the leadership of this precinct on Monday, October 11th and although the circumstances of my assignment are not what I would have wished for, this is truly my dream job/assignment. I began my career as a Phoenix Police Officer in 1987 here in the South Mountain Precinct. I served this precinct as a patrol officer, Field Training Officer (FTO) and a walking beat officer.
In 1991, I tested for Police Sergeant and after being promoted, I was assigned to the Desert Horizon Precinct and also later worked in the Central City Precinct. I was then selected to serve in the Community Relations Bureau (CRB) as one of three School Resource Officer (SRO) sergeants for the City. I was later then selected to supervise our Confrontation Prevention Squad and also served as a Basic Training Sergeant at the training academy for 4 classes of police recruits. I was then promoted to Police Lieutenant and served 10 years at this rank, where I worked the Desert Horizon Precinct, South Mountain Precinct (twice), Maryvale Precinct, the Legal Unit and the Vehicular Crimes Unit. After promotion to Police Commander, I have served as the Bureau Commander for the Public Affairs Bureau (PAB), as the Duty Commander, the Commander of the Central City Precinct and the Community Relations Bureau.
Prior to becoming a Phoenix Police Officer, I was a police officer for the City of Yuma serving from 1985-1987. Being originally for Newark, New Jersey, I came to Arizona while serving the last of my 4 years on active duty in the United States Marine Corps.
On a personal note, I am the father of 11 ranging in age from 29 years to just a couple of months (8 boys and 3 girls). I have lived most of my 23 years as a Phoenix Police Officer in the South Mountain Community and have volunteered my time as a coach in Pop Warner football, Little League Baseball as well as YMCA and Boys and Girls club basketball. I have been a mentor to at risk youth and certified as a substitute elementary school teacher in the Roosevelt School District. So, I not only work in this community, I also raise my children and volunteer in this community.
As was the case in 1987, when I began my career with the Phoenix Police Department, we have some of the finest officers and supervisors on the entire Phoenix Police Department working in our precinct and serving you. Some proof of the excellence of our officers is how often our officers, sergeants and lieutenants are selected to some of the most elite units/details on the Phoenix Police Department. It is my honor to be their commander; However, I am not only the commander of our officers, I am also your commander. I am here to serve my officers and we together are here to serve you.
I must stress that the employees of this precinct work hard every day, doing outstanding police work, the right way every hour of every day. I have always thought that the men and women of this precinct serving you were the best that the Phoenix Police Department had to offer. I have always believed that the South Mountain Precinct was the very best precinct on the Phoenix Police Department and I know with all of my heart that each of these two statements is true. That being said, any organization can be better, more efficient and more effective. We will continue to get better, more efficient and look for more and innovative ways to be more effective serving you. Our relationship with the South Mountain Community is a partnership and we must work together every day to make this community safer, to improve the quality of life and to set a high standard for future generations of police officers and their relationship with the community. I look forward to serving you and will do my absolute best every day in this service.

What’s Happening In The South Mountain/Laveen Village’s

By now you folks have probably heard that there is a group of folks that are planning on building an amusement park south & north of the Rio Salado, between Central Avenue and 19th. Avenue, about 488 acres. I mention this again this month because it is going to be a big deal if the City Council approves it, and they did. The SMVPC will be hearing our second PUD in our Village on this project in the near future. Hope you have time to attend the meetings and give us some input. It is a great project and will be an economic boost to our Village. The South Mountain Village Clean & Beautiful (SMVC&B) would like to hear from you if you would like to have us assist you in cleaning up your neighborhood or would like to join us in a clean up. Stay tuned for updates on the South Central Avenue Study. For those folks that were around in 1988 and 1996 when we did the “Village in Transition” meetings at the South Mountain Community College, we are planning the “Village in Transition III” for April 8th. 2011. We will once again meet at SMCC; I will let you know more details in the in a couple of months. It will be a full day of conversation and planning for the future of the South Mountain Village. We will look at where we were, where we are and where we should plan for the future. More details to follow. South Mountain Village/ Laveen Thanksgiving Festival History
Well Folks have you ever wondered how and why the Festival got started. I can give you the details. In 1973 there was a lot of unrest in our South Mountain Village (Then called South Phoenix)? A group of concerned citizens got together and decided to do something positive to counteract the bad publicity that the news media was giving us. Our first meeting was held at South Mountain High School. Some of the committee members were Rev. Don Rowland, Rev. Ken Killian, Father Henry Wasaliski, Ron Johnson, Mickey Shaffer, Nancy Ochoa, Carman Singe Roger and Lucy Dickson and I am sure I have left out someone. Our first event was a Community Fair at the High School. We had vendors selling their wares and food outside and entertainment inside the auditorium. It was a huge success. After the event the committee had a re-cap and decided to do it again, they planned 9 days of events for 1974. A parade, a fair at Kennedy School, open houses at Schools and Fire Departments, a pancake breakfast, sports events, talent contests, pet shows. and concerts. Also Faith Day, to give thanks for our Cultural Diversity. In 1976 we helped to dedicate the new South Central Avenue Bridge. A group of ladies got together and did a Bicentennial quilt with each block representing a pioneer family. Thru the years some events were dropped and others were added. A Miss South Phoenix Contest for ladies over 60 was one of the events that eventually went away, too bad; it was a lot of fun. A Haunted House at the Neighborhood House, which later was moved to South Mountain Park for a Haunted Hayride. The events still ongoing are the Parade, Fair Day at The South Mountain Community center at 212 East Alta Vista, Pioneer lunch, now at Corona Ranch, Faith Day at Southern Baptist Temple Church and Harvest Dayz at Cesar Chavez Park. We also sponsor the 4th of July swearing in for new citizen event at South Mountain Community College and the Fun Fest Christmas Stocking event at Southern Baptist Temple Church. In1973 there were no shopping malls or sit down restaurants. We have added The Community center, Police Station, South Mountain Community College. Emergency Center, Two YMCA Centers, Audubon Center and numerous shopping centers and thousands of new homes and much more. It would be impossible to name and thank everyone who has been a part of the Festival over the 38 years. Special Thanks to the Golden Girls, Maurene, Pauline, Judy and Karen for their dedication to the Haunted Hayride and Mickey Shaffer for the Faith Day programs. Also George for the Parade and everything else and Ingried for the Pioneer Lunch. Current Officers George Young Chair, Vice Chair Verna McClain, Pauline Wood Secretary and Michael Riendeau Treasurer. The Good Folks of The South Mountain/Laveen Village’s

In keeping with the original format of the Villager to only print the positive, we will attempt to acknowledge some of the great folks that have contributed so much to our lives and are hopefully role models for all of us.
This month I would like to tell you a little bit about Dave and Nancy Mata. The owners of “The Strong Residence”. In 1929 a young man by the name of Walter Russell Strong directed craftsmen to carefully construct for him one of the finest homes in the Valley of the Sun. The two stories
Spanish-Colonial Revival home was once a part of a 300-acre citrus grove owned by Mr. Strong. Today the residence is registered on the City of Phoenix Historical Registry. It also is the home of “The Secret Garden”, owned and operated by Dave and Nancy Mata. If you have the chance, even if you are not planning a wedding or a special event, you must go and enjoy all the great things they have done too the old property. If you are a long time resident like me who grew up passing it on Baseline Road all these years you will be amazed at the transformation that has taken place.
Here is a little about the “Secret Garden”. Nestled at the base of South Mountain, the Secret Garden offers an intimate setting, rich in history for weddings, special events and corporate functions. The landmark estate is situated on 5 acres and is a setting for all occasions! I must take this opportunity to express my heartfelt thanks for all the support they have given to the South Mountain Village Clean & Beautiful, the South Mountain/Laveen Chamber of Commerce and the South Mountain/Laveen Festival Inc. Not only have they upheld their promise to make the Secret Garden a point of pride for our Village, but they have proved their dedication to our Village over and over again. The latest edition to the property is a new restaurant that should be open by the time you read this. They have also created another outdoor garden for events.

This month we want to thank all the Good Folks of the South Mountain/Laveen Villages. Well folks, this is our 16th year anniversary of the South Mountain Villager. Yep, hard to believe we have been doing this for 16 years. We started out with 4 pages and now we are at 32 pages. In that time we have seen a complete transformation of our Village’s. For this we would like to thank a bunch of folks that have lived and worked here for many years and a bunch of folks that were kind enough to give our community a chance and bring there family and business’s to our Village’s. We want to mention a few businesses’ that have been loyal supporters of the South Mountain Villager and we would hope that you also support them. Please shop the South Mountain/Laveen Villages.

We thought Allie sounded like a “Good Folks”
Allie Bones, a South Mountain Village resident and executive director of the Arizona Coalition Against Domestic Violence (AzCADV) was awarded the 6th Annual Goodmans Interior Structures Eye for the Good Guy $20,000 office renovation. Construction will begin immediately on her new office and includes a new layout and office furniture. Allie has worked with the AzCADV for over ten years, starting as an intern while she finished her MSW, Master of Social Work at Arizona State University. Since then, she has dedicated her life to her passion for helping women and children fight poverty and domestic violence.

1st Way Pregnancy Center has a mission of reaching out to pregnant women and teens, providing information and education with love, truth, and hope. The “pink house on the corner” is open 6 days a week to offer Valley women and teens an array of free services. 1st Way serves all ages and situations on a walk in basis, seeing an average of 345 women a month. The most common service they provide is pregnancy testing. 1st Way also offers at no cost limited ultrasounds (must qualify), giving women and teens the opportunity to see their baby and hear the babies’ heartbeat. Along with these services 1st Way offers education classes for women and teens that are pregnant, with topics ranging from fetal development to birth and delivery as well as information on domestic violence. These education classes offer 1st Way clients the opportunity to not only learn great tips and tools for parenting but to receive material support. 1st Way hands out roughly 400 diapers every Saturday and 100’s more during the week. The clients of 1st Way also find support with child clothing and maternity clothing, as well as baby items like strollers, cribs, pack n plays and more. 1st Way has been serving women throughout the valley for 38 years and looks forward to many more! They are privately funded by donors and small fundraisers which they hold at parishes. Private donations have kept 1st Way thriving, with monetary and material donations. Throughout the week they receive donations of formula, diapers, baby items and clothes for the clients of 1st Way. It’s truly an amazing organization, manned mostly by volunteers, giving as much as they can to help those that ask. Did schools have dress codes when you were young? Mindy J.
Of course we did. We all had to wear clothes. How ancient do you think
I am? Just kidding, I know what you mean.
Well, as I recall, my friends at Saint Mary’s wore cute dresses, I think they were blue. I don’t remember what the boys wore but I’m sure they weren’t dresses. I haven’t notice lately but I’ve seen a lot of boys with earrings and ponytails. I probably ought to check, maybe they’re wearing dresses now too. Phoenix Union didn’t have a code requiring us to wear the same uniform but there were some rules: we had to have clean clothes, they couldn’t have any vulgar or offensive printing on them and they couldn’t be revealing. My wife told me she wore a dress to Carl Hayden with one inch spaghetti straps and her teacher told her to either wear a coat over it or go home and change it. My buddy and I got sent home from Creighton Grade School once for having Mohawk hair cuts and couldn’t return until we shaved ourselves bald. That’s why I’m still bald. Just in case I ever want to go back to Creighton.
Dress Codes are in effect now in many schools. The reasoning goes something like this: Gang colors and slogans are forbidden for obvious reasons. The schoolyard is not a battlefield and morons who wear them disrupt the students who might be there to get an education. Dresses that show too much can also distract even the most studious fellows in the class. I think one of the best reasons for a strict dress code, though, is that if all students wear a typical uniform it creates an atmosphere of equality. One more fortunate person does not appear better dressed than someone who can’t afford fancy clothes. School becomes a place to learn rather than a fashion runway or cabaret. Political, religious, ethnic and other personal preferences are left outside the classroom when clothing is all generic. Issues, conditions, morals and mores have changed (for better or worse?) in the last 20 years so what worked for us then is not the same now. Years from now when you are living well because of your education I bet you won’t even remember what you wore to school.

Well folks we have another new eating establishment in our Villages. It is call Scooptacular Hand Crafted Ice Cream and it opens daily at noon, located at 5150 W. Baseline Rd. Suite 102 in Laveen. Do you remember Fat Daddy’s Restaurant on 32nd. Street and East Baseline Road, inside the Gallagher’s mall, well looks like we are getting a Filibertos Mexican Resturant. News from South Mountain High School
South Mountain senior Alejandro Pulido was chosen as the Grand Prize winner of the National Art of Dairy Contest sponsored by
Lucerne Dairy and Safeway. He found out May 6 when Safeway personnel sponsored a surprise celebration at school. Pulido won a $5,000 prize, as well as a $20,000 contribution to the South Mountain Art Department. His art teacher is Nissa Kubly.
“You think these kinds of things only happen in the movies,” an excited Pulido said. “But this shows you that it really can happen to regular people.”
Pulido says he is going to use the money to buy a car.
Over 9,600 high school students submitted entries last fall, and 30 finalists painted their designs onto life-sized fiberglass cow sculptures for the final phase of the competition this spring. The theme this year was “Taste of Moo-sic”, and Pulido incorporated musical instruments throughout the design.
The life-sized cow Pulido designed and painted was on display at the Safeway store on 16th Street and Southern (6202 S. 16th Street) April 19-26 during the judging. It will travel to Safeway’s corporate offices for a couple weeks, and return to the local Safeway store before it finally comes home to South Mountain High School.

Well folks looks like the South Central Study we started in January is on hold for awhile. Mr. Brownell and I are looking for private funding, but do not have a date yet. Currently the City of Phoenix Planning Department is having a resource and financial shortfall. We are hoping to find some resources to continue the planning process. Vice Mayor Michael Nowakowski would like to form a South Mountain Village Revitalization Corporation to be involved in the process, but that has not happened yet. Stay tuned for updates. I think I told you last month about a new medical clinic. The name of the health clinic will be Laveen Medical Pavilion. It will be at the NEC of 35th Avenue & West Southern in a 3,600 sq. ft. free standing retail pad at the Laveen Pavilions Shopping Center. The project is officially underway and permits have been submitted. Depending on City permit approval, construction will start soon. They will also have a billing office on our SWC center that is currently under construction. They should be open by September.
Thanks to Mr. Michael Moreines of Sierra Sun Properties, for spearheading the Laveen Crime Town Hall last month. We had a very good turnout and he had some great presentations. We are hoping to continue with the involvement for the Laveen Village.

I have had several folks ask about barking dogs. I know we have gone over this before, but it is worth mentioning again. Here is some guidance from the City of Phoenix web site. When there is a problem with barking dogs, it is helpful to talk to or leave a note for the animal owner. Although this may be difficult to do at first, communicating with the animal owner is usually the most effective way to resolve the problem. Try to talk to your neighbor when you are not frustrated about the barking. When you approach your neighbor, be calm and plan to discuss the barking in a friendly manner. Inform them of the time of day or night that the dog is barking. Ask the neighbor whether you can contact them, day or night, when the barking is a problem. If leaving a note for your neighbor: Explain what the dog does when the family is away from the residence. Choose words that are not offensive or intimidating to the dog owner. If you feel safe doing so; leave them your name, telephone number, or address so they can respond to your letter.
PHOENIX CITY ORDINANCE Sec. 8-2 Barking or Howling Dogs
A. No person shall keep a dog within the city limits which is in the habit of barking or howling or disturbing the peace and quiet of any person within the City.
B. A person who violates this section is guilty of a Class 1 misdemeanor; however, the city prosecutor may authorize the filing of certain cases or classes of cases as civil violations unless the person has previously been found responsible or guilty of violating this section.
C. A person found responsible for a civil violation of this section is subject to a sanction of not less than one hundred fifty dollars nor more than two thousand five hundred dollars.
D. In addition to any other penalty authorized by law, a person found guilty of a criminal violation of this section shall pay a fine of not less than one hundred fifty dollars.

April 15 is on our heels and I wanted to make sure constituents know about the IRS Volunteer Income Tax Assistance Income Tax Assistance Program (VITA) and the Tax Counseling for the Elderly (TCE) Program, which offer free tax help for taxpayers who qualify.
Trained community volunteers may help with special credits, such as Earned Income Tax Credit, Child Tax Credit, and Credit for the Elderly or the Disabled. In addition to free tax return preparation assistance, most sites also offer free electronic filing (e-filing).
VITA Program
The VITA Program offers free tax help to low- and moderate-income (generally, $49,000 and below) people who cannot prepare their own tax returns. To locate the nearest VITA site, call 1-800-829-1040.
TCE Program
The Tax Counseling for the Elderly Program provides free tax help to people aged 60 and older. As part of the IRS-sponsored TCE Program, AARP offers the Tax-Aide counseling program at more than 7,000 sites nationwide during the filing season. For more information on TCE, call 1-800-829-1040. To locate the nearest AARP Tax-Aide site, call 1-888-227-7669 or visit AARP’s website at www.aarp.org/money/taxaide.
Free Tax Assistance Sites
In the South Mountain Village community, these are some of the sites that offer free tax assistance:
Emmett McLoughlin Community Training Center, 1150 S. Seventh Ave., Phoenix. Assistance is available on Tuesdays from 5 p.m. to 7 p.m. and Saturdays from 9 a.m. to 4 p.m., through April 13.
South Mountain Community Center, 7050 S. 24th St., Phoenix. Assistance is available on Wednesdays from 6 p.m. to 8 p.m., through April 7.
Fisher Chapel AME Zion, 1607 E. South Mountain Ave., Phoenix. Assistance is available Saturdays from 9 a.m. to 1 p.m., through April 10.
